CARES Act Reporting

Student grants through Coronavirus Aid, Relief & Economic Security (CARES) Act

The CARES Act authorizes Ïã¸ÛÁùºÏ²Ê¿ª½±½á¹û to award grants to help defray the costs incurred by students for the disruption of campus operations related to the COVID-19 pandemic.

Ïã¸ÛÁùºÏ²Ê¿ª½±½á¹ûÌýwill receiveÌý$1,038,982Ìýfrom the Department of Education pursuant to the Certification and Agreement [for] Emergency Financial Aid Grants to Students.

Ïã¸ÛÁùºÏ²Ê¿ª½±½á¹ûÌý»å¾±²õ³Ù°ù¾±²ú³Ü³Ù±ð»åÌý$517,320Ìýdirectly to students under Section 18004(a)(1) of the CARES Act.ÌýÏã¸ÛÁùºÏ²Ê¿ª½±½á¹ûÌýhas determinedÌý885 studentsÌýduring Round 1, ²¹²Ô»åÌý778 studentsÌýunder Round 2, at the institution are eligible to participate in programs under Section 484 in Title IV of the Higher Education Act of 1965 and thus eligible to receive Emergency Financial Aid Grants to students under Section 18004(a)(1) of the CARES Act for Round 1 grants, and 774 students for Round 2 grants.

Ïã¸ÛÁùºÏ²Ê¿ª½±½á¹û distributed $517,320 in emergency grants to eligible students in two rounds:

Round 1:Ìý CARES Act grants were available to students based on need and eligibility. Eligible students had been invited to apply through their Ïã¸ÛÁùºÏ²Ê¿ª½±½á¹û email address.Ìý This round of funding has closed.

Round 2:Ìý Round 2 Cares Act Grants were distributed to all eligible students who attended classes past the midterm point.Ìý Students should contact the Financial Aid Office for specific eligibility questions.Ìý This round of funding has closed.

An eligible student has:

  • submitted a Free Application for Federal Student Aid (FAFSA),
  • received an Estimated Family Contribution number,
  • attended classes at Ïã¸ÛÁùºÏ²Ê¿ª½±½á¹û during the Spring 2020 Semester for Round 1, or Fall 2020 Semester for Round 2.

CARES Act grants will be awarded to students regardless of outstanding account balances they may owe Ïã¸ÛÁùºÏ²Ê¿ª½±½á¹û. Some students will receive grants but will still have an outstanding balance owed to the college. Students are encouraged to manage their accounts through the MySUNYSullivan portal to remain eligible to attend in future semesters.

563Ìýstudents received an Emergency Grant to students under Section 18004(a)(1) of the CARES Act (Round 1) as ofÌý11/11/2020. An additionalÌý778Ìýstudents (Round 2) received funding in December 2020.

Round 2:

Funding for Round two was sent to all eligible students and dispensed with the application. Round two established two grant levels:

All eligible students received $240; eligible students with a $0 EFC received an additional $50.

Round 1:

Ïã¸ÛÁùºÏ²Ê¿ª½±½á¹û, in Round 1, prioritized awarding of Emergency Financial Aid Grants to its students in the following categories. Most students were eligible for funding in multiple categories:

*Block grant totals will be the sum of all the categories under which a student qualifies.

Case-Based Funding

Additional funds may be available to some students based on costs incurred as a consequence of the disruption of campus operations this spring. A student’s answers on the grant application will help the college identify students eligible for additional funds.

Under Section 18004(a)(1) of the CARES Act, students received awards ranging fromÌý$300 to $675.

All students will be notified of eligibility, requirements, and application availability by Ïã¸ÛÁùºÏ²Ê¿ª½±½á¹û email.

The application will require students to certify and attest that they have or will incur allowable expenses of food, housing, course materials, technology, health care, childcare, and/or transportation as a result of the disruption of campus operations due to coronavirus. QUARTERLY BUDGET & EXPENDITURE REPORTING UNDER CARES ACT

The total Student Award funds allocated to Ïã¸ÛÁùºÏ²Ê¿ª½±½á¹û from the US Department of Education Higher Education Emergency Relief Funds I, II, and III was $2,831,121.00. In December 2020, the College disbursed $513,454.00 of HEERF I funds to 1,663 students who were eligible to receive the emergency financial aid grants. There was $5,946.00 of unused HEERF I funds that were added to the HEERF II and III total funds.

In August 2021, the College utilized its discretionary funds from HEERF II and III to disburse checks to students who had a financial need. A total of $394,341.69 were disbursed to 707 students who had attended in Spring 2020 and/or Fall 2020-Spring 2021.

The College had $1,923,234.31 of HEERF funds left to disburse over the Fall 2021 and Spring 2022 semesters. December 17, 2021 the College disbursed $929,922.50 of HEERF funds to 559 students. Students were selected to receive funds based on their Estimated Family Contribution (EFC) as determined on their FASFA. To receive funds, students’ EFC needed to fall within the range of 0 to 14,615 for the 2021-2022 academic year. The remaining HEERF funds will be distributed based on the federal guidance in Spring 2022.

The cumulative amount Ïã¸ÛÁùºÏ²Ê¿ª½±½á¹û received from the Department of Education under Section 18004(a)(1) of the CARES Act is $2,831,121. Between 8/23/21 and 8/27/21, Ïã¸ÛÁùºÏ²Ê¿ª½±½á¹û distributed $390,566.69 to 711 students. Each student received a check for $565.77. The total amount the College has distributed to students as of 9/30/21 is $907,886.69

The cumulative amount Ïã¸ÛÁùºÏ²Ê¿ª½±½á¹û received was $2,831,121. The total amount distributed in emergency grants as of 6/30/21 was $517,320.
